You hire against a refinery

Sarnia-Lambton's economic partnership describes the region as Canada's second-largest cluster of petrochemical and refining companies: three refineries and more than thirty-five interrelated chemical facilities along the river, with pipelines and salt-cavern storage underneath them. By reported counts, the largest of those sites employ hundreds of people each and carry contractor workforces that can be larger than the permanent staff.

That is the benefits and wage bar a 40-person contractor, a residential-care operator or an engineering firm in Sarnia is measured against when it hires a millwright or an instrumentation tech, and it is a bar set by global companies with pension plans. The cluster is not static either: a styrene plant announced its closure in 2024, with roughly 80 direct jobs affected, so the people who move between these sites know what a benefit they can take with them is worth.

The shutdown economy has its own clock

The Sarnia Construction Association says plainly that skilled trades here run close to full employment and that scheduled shutdowns and turnarounds at the big sites pull workers in from outside the region.

The Blue Water Bridge at Point Edward is now reported, by recent crossing counts, as the busiest commercial truck crossing between Canada and the United States, ahead of the Windsor crossing that used to hold the title.

That gives Sarnia-Lambton a logistics, brokerage and cross-border employer texture of its own, from the casino and hospitality operators at the bridge plaza to the carriers and customs businesses that live off it, and it is a different labour market from the one the refineries describe: hourly, shift-based, high turnover. What it costs and how long it takes

The cost is the match you design.
